Supervisor: NCFHP Program Manager

Hours: Full-time: 40 hours per week

Primary Office Location: Office of Rural Health, 311 Ashe Ave., Cooke Building, Raleigh, NC

Recruitment Range: $48,051 – $62,815 (Salary Grade: GN13)

Description of Work

The primary purpose of this position is to support the goals of the North Carolina Farmworker Health Program (NCFHP) and the Office of Rural Health (ORH).  Under the guidance of the NC Farmworker Health Program Manager, this position will have the following job responsibilities:

  • Manage NCFHP’s budget.
  • Ensure the Program’s compliance with state and federal financial requirements.
  • Provide financial training, monitoring and technical assistance to the Program’s funded agencies.

It is expected that this position will work within a team to ensure that additional program activities are accomplished including, but not limited to, grant writing and reporting, planning and implementing training events, providing staff support to the co-governance board, representing the program and office on task forces and committees, and engaging in ORH Service Area Team meetings to provide regional support and ensure coordination of services.   

Responsibilities

Budget Management and Compliance (20%)

  • Develop budgets for NCFHP’s annual HRSA grant, associated supplemental grants and special projects
  • Manage NCFHP’s budget, including program expense monitoring and carry over requests
  • Develop or maintain up-to-date documentation tools for tracking Contractor and program expenses
  • Participate in strategic planning to guide program focus and direction of strategic investments for health
  • Ensure Program’s compliance with HRSA’s health center financial requirements
  • Ensure Program’s compliance with state and other federal financial rules and regulations
  • Develop and maintain NCFHP’s financial policies and procedures
  • Participate in HRSA’s Operational Site Visits

Budget Analysis and Reporting (20%)

  • Complete accurate and timely budget reports as requested by program manager
  • Present quarterly budget reports to NCFHP’s Co-applicant Governing Board
  • Complete financial tables for the annual UDS report
  • Assist with assessing the cost effectiveness of services to help ensure the efficient use of resources
  • Participate in annual grant review process including presentation of budgets, , documentation of funding recommendations and adherence to Legislative Mandates
  • Assist personnel at the Office of the Controllers with end of year financial closeout process and submission of the Federal Financial Report to HRSA

Technical Assistance and Training (30%)

  • Provide technical assistance to contractors on strategic budgeting, budget management, allowable expenses and budget amendments
  • Assist Contractors with the integration of budgeting and program management
  • Assist Contractors with complying with sliding fee scale and billing and collections requirements

Contracting and Monitoring (20%)

  • Assist with the development of the Program’s Request for Applications
  • Assist the program with initiating contracts and amendments in Open Window, the State’s contract database, ensuring that the contracts are completed, accurate and executed by the established deadline
  • Review and process Contractor’s monthly expenditure reports and invoices, submit payment requests, and track expenses
  • Complete quarterly review of Contractor’s budget status
  • Conduct financial risk assessments, desk reviews, and site visits according to the Office of Rural Health’s contract monitoring plan
  • Participate in NCFHP’s performance reviews of contract agencies

Quality Improvement (10%)

  • Actively engage in the Office or Rural Health CQI or other quality improvement processes to improve office or Program practices, processes or protocols
  • Engage in the ORH Service Area Teams to improve coordination and support to rural communities
  • Provide high quality customer service to internal and external partners and adhere to all governing policies
  • Foster development of quality improvement process with internal and external partners as appropriate

Position Qualifications

  • Experience with budget management and analysis
  • Experience with financial record keeping and reporting
  • Experience conducting training and/or technical assistance
  • Competence to interpret and apply rules, regulations, standards and policies applicable to programs
  • Degree in accounting, business administration, public health, social work, or related fields

Management preferences

  • Experience working with people from diverse backgrounds
  • Experience working with non-profits, health programs and/or federally qualified health centers.
  • Proficient in Spanish
