Location: Travel inside and outside the district will be required; onsite work will be required, with flexibility for teleworking as applicable to the key duties of the position. Office space may be located within the health district key offices of Alleghany, Ashe, or Watauga Counties.
Salary Range: $45,480 – 71,904 (Starting salary based on qualifications and experience)
Hours: The hours for this position are generally 40 hours per week between the hours of 7:00am and 6:00pm; however, given the nature of the current public health environment and critical response effort, evening and weekend work may be required.

Job Description: This position will serve as Human Resource Officer and will provide leadership for all human resources functions for the agency. They will be responsible for assuring clear processes for personnel management. They will work under the direct oversight of the Business Officer/CFO.
Nature of Work: This position requires a strong background in human resources principles and best practices, as well as cross-cutting knowledge to benefit the agency in recruitment, retention, onboarding, training, and support for a strong team. The position will work closely with the AppHealthCare leadership team and will maintain an open connection to key leadership positions in the organization, including reporting outcomes and progress routinely to the Health Director/CEO. Their role will be to support fostering strong support through clear and consistent processes for the team and the ability to create connections across the agency. This position requires both delegation, coaching, and hands-on implementation and will include one direct report, Personnel Technician II. Strong computer skills and ability to utilize various web based platforms for data entry and evaluation will be a key component of the position, as will regular video conferencing. It will require flexibility, high energy, and good coordination/organizational skills. Relationship building and strong leadership skills are a must. The position will require the person hired to build and maintain relationships across the district and region in multiple sectors. Minimum Training Requirements and Experience:
Graduation from a four year college or university and two years of personnel experience in a technical or administrative capacity involving the application and interpretation of personnel policies, and the development of proposed procedures for implementation of approved policies preferably with experience with a variety of personnel programs such as position management, employee relations, recruitment; or an equivalent combination of training and experience.
