Job Description:


As the Information Technology (IT) Project Manager, you will be responsible for overseeing all aspects of any projects in the organization IT department, which includes supporting our members’ health centers to leverage health IT to increase participation in value-based care, activities of the Health Center Control Network (HCCN), managing our internal network and providing support for our staff.

The IT Project Manager will work closely with the rest of our team to ensure that our organization is using the most up-to-date technology to run our business. We are seeking an IT Project manager who will be responsible for ensuring that the hardware and software used by our organization is compatible, secure, and scalable.

Minimum Qualifications

  • Bachelor’s degree in Computer or Information Science-related field required; Master’s degree preferred
  • At least three years of related experience required in healthcare IT
  • Professional certification in project management

Knowledge, Skills and Abilities

  • Knowledge and experience with healthcare applications including electronic medical records (EMR)
  • Detail oriented with the ability to manage multiple projects and priorities
  • Demonstrated ability to collaborate with multiple internal and external stakeholders
  • Great customer service, communication, and interpersonal skills
  • Experience with community health centers/Federally Qualified Health Centers (FQHCs), preferably employment in FQHCs is a plus
  • Excellent analytical, logical thinking, and problem-solving skills
  • Excellent verbal and written communication skills
  • Thorough understanding of project management principles and planning
  • Thorough understanding of information technology procedures and practices
  • Proficient with, or able to quickly become proficient with, a range of general and specialized applications, software, and hardware used in the organization
  • Proficient with Microsoft Office Suite or related software
  • Ability to motivate groups of people to complete a project in a timely manner

Supervisory Responsibilities

  • Hires and trains members of the IT staff
  • Assigns duties and responsibilities and oversees workflow of assigned staff
  • Oversees the day-to-day workflow of the IT department
  • Conducts performance evaluations that are timely and constructive
  • Handles discipline and termination of employees as needed and in accordance with Association policy

Essential Functions

  • Manages assigned IT projects to ensure adherence to budget, schedule, and scope of project
  • Develops, maintains, and revises proposals for assigned projects including project objectives, technologies, systems, information specifications, timelines, funding, and staffing
  • Sets and tracks project milestones; manages and accounts for unforeseen delays, then realigns schedules and expectations as needed
  • Establishes and implements project communication plans, providing status updates to affected staff and stakeholders
  • Collects, analyzes, and summarizes information and trends as needed to prepare project status reports
  • Provide project management support for North Carolina Community Health Center Association (NCCHCA) data platform, a cloud-based software solution that supports care management activities and reporting
  • Work with vendor(s) on phased development and implementation of platform functionality
  • Serve as point of escalation to NCCHCA and health center users and work with the vendor’s support team on trouble-shooting production issues
  • Lead data protection/security related HCCN program activities
  • Support the HCCN contracted vendor(s) with implementation of EMR User Groups comprised of health centers’ staff
  • Work with contracted IT managed services provider on supporting NCCHCA staff with general IT needs
  • Support all IT related projects within NCCHCA
  • Collaborate with the contracted website developer and NCCHCA staff to manage the NCCHCA website
  • Performs other related duties as assigned

Physical Demands

  • Consistently working at desk in front of computer monitor, significant typing and data entry, majority of the day is spent indoors and sitting

Work Environment

  • Typical office environment with occasional travel (10%) around the state to visit participating health centers or domestically for conferences
